Rep. Gwen Moore
Rep. Dave Obey
Rep. Ron Kind abstained from voting.

CORRECTION: Rep. Kind didn't abstain from the vote. The Journal Sentinel reported that Kind, who is on record as being against the ban, missed the vote due to illness. On Monday, Kind sent a letter to his colleagues asking them to vote "No."
